We have already seen an atom with three electrons.
Adding another electron gives two electrons in the second shell. The second shell is bigger than the first, so it can hold more than two electrons.
It turns out we can up to a maximum of 8 electrons to the second shell before it is full. We then have an atom with 2 electrons in the first shell and 8 in the second, a total of 10 electron. This atom is like neon.
When a shell is full it will not allow more electrons in. Atoms like this will not form bonds with other atoms. Atoms like this are called noble gases. Neon is a noble gas.
It is beyond the scope of this journal to explain why the second shell can hold a maximum of 8 electrons.
